Berkeley County Release Meanings
A Hill-Finklea booking can end with bond, a court order, dismissal, time served, or completion of a local sentence. Those events may place the person in the community. A transfer is different. The person may go to the South Carolina Department of Corrections, another jail, a law-enforcement agency, or immigration custody. The county booking has ended in each case, yet only some outcomes are community releases.
State-prison terms use their own labels. SCDC may record release, probation, parole, community supervision, or sentence expiration. Parole is conditional release before the prison term expires. Probation is court-ordered supervision and is not the same thing. A discharge generally marks the end of custody or supervision under the record's stated terms. Each label must be read with its source.
| Event | What it establishes | Next source |
|---|---|---|
| Bond or court order | Release was authorized | Hill-Finklea release timestamp and court docket |
| Time served | Custodial part was credited or completed | Release record and sentence entry |
| Parole or probation | Community supervision may follow | SCDPPPS and SCDC record |
| Transfer | County custody ended, not necessarily all custody | Named receiving agency |
| Expiration or maxout | Administered prison term reached its endpoint | SCDC released record |
Berkeley County Release Record Fields
The strongest local proof joins a release date and time with a disposition. The time marks the end of that booking episode. The disposition explains why custody ended and may name the next agency. Berkeley County Sheriff's Office reports show that detention records staff maintain Jail Management System data, inmate files, court records, and release records. A focused request can identify the existing booking and release sheet without asking the county to create a new report.
| Requested field | What it helps confirm |
|---|---|
| Booked name and booking/JMS number | The correct person and custody episode |
| Booking date and time | When local custody began |
| Arresting agency and booked charges | Which agency and case led to custody |
| Bond information | Conditions recorded for possible release |
| Release date and time | When the episode ended |
| Release disposition or reason | Bond, time served, transfer, or another recorded outcome |
| Destination or receiving agency | Whether custody continued elsewhere |
Request Berkeley County Release Records
Berkeley County directs public-record requests through its OneBerkeley FOIA portal. Email and fax requests have not been accepted since August 2020. Ask for the existing booking/release sheet and Jail Management System release record for a named person and approximate booking date. Request the release time, disposition, and destination if a transfer occurred. Electronic delivery can reduce copy charges.
- Identify the full booked name, likely booking date, and Hill-Finklea as the facility.
- Use the online portal's agree-and-continue route and describe the existing record narrowly.
- Ask for nonexempt portions and the legal basis for any withheld field.
- Review any estimate or deposit request before authorizing work.
- Pair the response with the related court or receiving-agency record.
The posted schedule effective May 1, 2026 lists standard copies at $0.75 per page, a CD at $1, a DVD at $2, and variable labor, postage, USB, and special-media costs. State law limits search, retrieval, and redaction labor to actual cost under its statutory method. County Legal is at 1003 Highway 52, Moncks Corner, and maintains weekday office hours from 9 a.m. to 5 p.m.
Berkeley County Release Record Law
South Carolina Code Title 30, Chapter 4 governs access to nonexempt public records. The public body generally makes its initial availability determination within ten business days, or twenty business days for records more than 24 months old. Production generally follows within thirty calendar days after the determination or deposit, with a thirty-five-day period for older records. These are outside statutory periods, not promised delivery dates.
Exemptions can protect information tied to enforcement, protected privacy, confidential sources, and other statutory interests. Juvenile, sealed, and expunged material needs special care. Request segregable public portions instead of assuming the entire sheet must be open or closed.
Berkeley Release Expungement Status
The Ninth Judicial Circuit offers a Berkeley-specific expungement status search. For qualifying expungements, Section 17-1-40 can require destruction of public booking records and mugshots while permitting limited sealed institutional retention for no more than three years and 120 days. Later absence does not prove that a booking never occurred. It may reflect a lawful change in public access.
A court seal or expungement also changes what an agency may provide. Cached material should not be used to reconstruct protected facts. The current source office and court status control.
When Berkeley County Releases Finish
Hill-Finklea states that release processing takes one to four hours after all documentation reaches the detention center. A bond posting or judge's order is therefore not the same as physical exit. Staff must receive and process the full paperwork first. Call Booking with the person's name and booking context after allowing for that local interval.
This timing distinction matters for same-day checks. A court event can be accurate while the roster still shows custody. Conversely, a removed roster entry does not supply the release reason. The jail record closes that gap.
Find Berkeley County Released Inmates
Classify the last known custody before searching. Berkeley County, SCDC, military corrections, civilian federal custody, and ICE do not share one complete historical locator. Searching the proper system avoids turning a transfer into a false report of freedom.
- Search the Hill-Finklea current roster. A present name indicates current listed custody. An absent name needs confirmation.
- Call Hill-Finklea Booking and seek the release disposition or request the JMS record.
- Check SC VINE for the exact person and source agency, while allowing for feed delay.
- Review the Berkeley court docket for bond, sentence, or disposition, but do not treat a court event as the jail exit time.
- If the record says SCDC transfer, use the current prison search or released search as appropriate.
- Follow any ICE, federal, military, or other-county destination in that system.
For an important fact, use two sources. A jail release sheet can be paired with a court disposition. An SCDC released row can be paired with supervision data. A notification can help, but its timestamp may lag the originating record.
Berkeley SCDC Release Search
South Carolina separates current and former prisoners. The ordinary SCDC Inmate Search covers people currently incarcerated as of the prior midnight and expressly excludes released people, county sentences, and community supervision. The SCDC Released Inmate Search is the proper state-prison release tool. It accepts beginning and ending release dates, a county selector, and an optional sex-offender filter.
Results show SCDC ID, name, sex, race, age, sex-offender indicator, release date, release type, and county. Export data may add SID, victim, detainer, and MSO headings. The Berkeley selector reflects a county association in an SCDC data product. It does not mean the person was released from Hill-Finklea.
| Search control | Use |
|---|---|
| Beginning and ending release dates | Defines the release interval |
| County | Choose Berkeley, then broaden if needed |
| Sex Offender checkbox | Optional list filter |
| SCDC ID and release type | Confirms the state record and stated outcome |
The official current-search warning demonstrates the scope difference.

Berkeley Release Court Routes
Berkeley and Charleston Counties form South Carolina's Ninth Judicial Circuit. General Sessions cases appear through the state case-record route and Berkeley public index, while Magistrate and Municipal matters can follow different paths. Identify the deciding court before treating silence in one portal as a final answer.
The Berkeley Court Documents portal and Judicial Branch case search can preserve charges, docket actions, sentence, and disposition after a jail entry disappears. Dismissed, nolle prossed, guilty, and not-guilty entries explain the court outcome. They do not establish the precise moment Hill-Finklea completed release processing.
Berkeley Release or ICE Transfer
An ICE detainer asks an agency to notify ICE before release and briefly maintain custody where authorized so ICE may assume it. It is a transfer mechanism, not proof of deportation or community release. The ICE Online Detainee Locator covers current detainees and people released from ICE custody within the preceding 60 days.
That short window can help trace a prompt Hill-Finklea-to-ICE movement. Search soon. Silence after the window proves little, so use ICE information resources or a focused records route when the recent locator no longer applies.
Berkeley Supervision and Federal Releases
SC VINE covers county detention centers, SCDC, and SCDPPPS custody or supervision. Search the exact person and confirm the source agency. Transfers may require a new registration. SCDPPPS has a separate offender search for active parole, probation, or community supervision, using name, SID, county, and birth year. Its information reflects the preceding day.
Civilian federal cases use different sources. The BOP locator can show a past release date for someone recorded in BOP, but it does not cover every U.S. Marshals pretrial placement. A District of South Carolina docket may provide the more durable court order. The Naval Consolidated Brig is military, not BOP, and must be checked through Brig Master Control or a service liaison.
Berkeley Custody and Release Sources
The source must match the question. One database cannot safely stand in for another.
| Source | Answers | Does not prove |
|---|---|---|
| Hill-Finklea roster | Current listed county custody | Why an absent person left |
| County JMS release record | Local release time and disposition | Later status in a receiving system |
| SCDC released search | Recorded state-prison release | Hill-Finklea bond-out |
| SCDPPPS | Active state supervision | Exact jail-door exit |
| BOP locator | BOP custody history | Military confinement or all USMS cases |
| ICE ODLS | Current or recent ICE custody | Older history after its window |
Hill-Finklea Release Capacity Changes
Berkeley County celebrated completion of an approximately 80,000-square-foot Hill-Finklea expansion in June 2026. The announcement described total capacity of 564 and more than 100 new single-occupancy cells, along with an infirmary, lobby, and staff areas. It also said benefits would follow once the addition became operational.
Construction completion should not be presented as a verified go-live date. The expansion may shape future intake and release operations, but current status must come from the sheriff. Capacity figures do not change the need for a person-specific release record.
Berkeley County Release Facilities
Hill-Finklea Detention Center is the county jail and primary local booking source. Its release record distinguishes community exit from transfer. Naval Consolidated Brig Charleston is a Department of Defense military facility. Its departures are confirmed through military channels, never through the county roster or BOP by default.
No reliably named operating SCDC prison was found inside Berkeley County. A Berkeley sentence can lead to placement anywhere in the statewide system. Nearby prisons should not be relabeled as county facilities.
Berkeley Release Search Limits
Each Berkeley release channel has a boundary. The sheriff roster is live custody, not a release archive. The ordinary SCDC search excludes former prisoners. The released list is a date-and-county state-prison query, not a Hill-Finklea name search. SCDPPPS addresses active supervision rather than exact jail exit. Courts show legal events, while staff process physical departure.
Name variation and timing matter. Search the booked name, preserve identifiers, and note when each source was checked. Never merge records because two people share a name. If sources conflict or stay silent, return to the office that created the record and ask for the person-specific release document.
Verify Berkeley Release Results
A durable conclusion states what each source proves. Roster absence is accurate but incomplete. A Hill-Finklea record with date, time, and disposition is stronger. A named SCDC recipient establishes transfer, while a later SCDC released row documents a separate state event.
Keep access dates with live data. Preserve the exact release type. If the office corrects a record, use the correction. This method supports verification, personal knowledge, reconnecting, notifications, court processes, and focused records requests.
Berkeley County Release Fees
The posted schedule effective May 1, 2026 lists paper copies at $0.75 per page, CD media at $1, DVD media at $2, variable USB and postage costs, and labor for search, retrieval, and redaction. State law limits labor to actual cost under its method and the prorated salary of the lowest-paid qualified worker.
A narrow request can control cost and mistaken identity. Name the booked person, approximate date, facility, and existing fields sought. Request electronic delivery and segregable nonexempt parts. The county may require a deposit. Review the estimate before expanding the scope.
Older Berkeley Release Records
For older county custody history, online visibility and record retention are separate issues. No official Hill-Finklea public release-feed retention period was found because no public release feed was located. A targeted county request remains the main route for a named historical booking. For much older material, the South Carolina Archives Berkeley County guide may identify jail-book series, but its dates and scope must be checked before making a claim. Never borrow an archive period from SCDC or a private database and apply it to the county jail.
